30 Frames A Second: The WTO in Seattle, is a compelling first-person account of the events that unfolded during the week the World Trade Organization came to Seattle in November of 1999. It's told from the perspective of 15-year veteran network news cameraman Rustin Thompson, who covered the WTO as an independent journalist. It is the story of how Thompson's objective point-of-view evolved into a subjective account of what became an unscheduled, unruly outbreak of democracy.
Thompson, who had press credentials for the event, takes the viewer into the fray of tear gas, pepper spray, and police abuse; behind the lines and inside the convention center and press rooms; and along the marches, sit-ins, and demonstrations. His dynamic, up-close footage captures the passion, the confusion, the anger, and the courage of everyone involved, from protesters to police to delegates to bureaucrats.
With Thompson narrating, the film asks viewers to emotionally engage their own conflicting feelings about the demonstrations and behind-closed-doors meetings. "I was intrigued by taking a singular, personal approach to the events," says Thompson, as he recounts how the protests affected him as a journalist and a common citizen. The result is an impressionistic journal of a decisive week that exploded into a massive expression of freedom: of speech, of assembly, and the press.

particular police officer\'s actions, why? I wondered.

Out of his platoon of cops was he the only one he felt it necessary
to start shoving people and throwing them to the ground.

Why? What motivated him?

I don\'t mean to single this guy out.
But in some way, his actions sum up

the actions of many people
that day in that week.

You know, I… I saw protesters who are empowered to
act out against what they perceive as in justice

and police were ordered to defend the city.

WTO delegates who were trying to etch out trade policies
for their countries. You know, many were in situations

they\'ve never encountered before. It
was a time when all bets are off.

The greatest threat (inaudible)

is not from any particular measure,

and editor for local and network television news.

exotic countries and I\'ve won some awards

but I grew disillusioned with the work.

Everything was disease of the Week
stories and endless talking heads.

I told somebody that I felt like an
overpaid electronic stenographer.

So I applied for and received press credentials
to cover the WTO but as a week approach,

I was still thinking of staying home.
I had no idea

what I was going to shoot or what
I would do with all the footage.

The first morning as the crowd waited
for the Convention Center to open,

there\'d been a bomb scare. I knew I\'d made the right
choice. I could sense an apprehension in the air.

There\'s an uncertainty about what was going to happen
in the next minute, the next hour, the next day
00:06:25.000 --> 00:06:29.999
and that feeling stayed with me all week.

it was in the summer of 1999 that I first learned that the World Trade
Organization was going to hold their annual round of talks in Seattle.

I\'d never even heard of the World Trade
Organization and I wasn\'t the only one.

My wife and I hadn\'t heard of it either
00:07:10.000 --> 00:07:14.999
until she was hired by a nonprofit
media relations organization
00:07:15.000 --> 00:07:19.999
that was representing several environmental
groups opposed to WTO policies.
00:07:20.000 --> 00:07:24.999
What the WTO does is set rules… But what I gradually learned
is that the WTO is made up of trade experts representing
00:07:25.000 --> 00:07:29.999
135 countries. Their goal
is to increase global trade
00:07:30.000 --> 00:07:34.999
by reducing tariffs in eliminating
environmental health safety standards
00:07:35.000 --> 00:07:39.999
that they feel are unfair
barriers to free trade WTO.
00:07:40.000 --> 00:07:44.999
WTO was only a few years
old, it\'s no toddler power.
00:07:45.000 --> 00:07:49.999
A group called the Seattle host organization that I
found that was made up of politicians and businessmen,
00:07:50.000 --> 00:07:54.999
many of the millionaires, they invited the WTO here. They
didn\'t ask us because they wanted to illustrate our support
00:07:55.000 --> 00:07:59.999
for free trade and what are the most
trade dependent cities in the nation.
00:08:00.000 --> 00:08:04.999
They wanted to show off our city and bring
pre-Christmas profits to downtown retailers.
00:08:05.000 --> 00:08:09.999
Meanwhile, labor and environmental groups
00:08:10.000 --> 00:08:14.999
were planning rallies and marches, activist
organizations mapped out strategic nonviolent acts
00:08:15.000 --> 00:08:19.999
of civil disobedience against the WTO.
00:08:20.000 --> 00:08:24.999
The goal was to shut it down.
00:08:25.000 --> 00:08:33.000

This was the first much
of the week is organized

by the Sierra Club to protest the WTO\'s abuse
of the United States Endangered Species Act

but like most of the marches and
rallies, it grew into a protest

about a lot of things.
00:09:15.000 --> 00:09:19.999
Child labor laws,
00:09:20.000 --> 00:09:24.999
to protection of clean air for us,
fuel, dolphins, and sea turtles.
00:09:25.000 --> 00:09:29.999
The export of manufacturing jobs to third world
countries, the import of pest infested products,
00:09:30.000 --> 00:09:34.999
the right to refuse chemically-gated
in genetically modified foods,
00:09:35.000 --> 00:09:39.999
and worker\'s rights. I\'m no
expert on any of these issues
00:09:40.000 --> 00:09:44.999
but to me they all seem to boil down
to one simple all inclusive grape,
00:09:45.000 --> 00:09:49.999
secrecy. The demonstrators
claim that the WTO
00:09:50.000 --> 00:09:54.999
acted like an autonomous one-world government
controlled by the world\'s richest corporations
00:09:55.000 --> 00:09:59.999
and they promoted free
unrestricted trade at the expense
00:10:00.000 --> 00:10:04.999
of the environment the
worker in common citizens.
00:10:05.000 --> 00:10:13.000

Denied a voice in decisions that affected everyone.
I could see whether people demanded their voice

be heard on the streets.

The irony of what these demonstrators
were protesting about was pretty obvious.

Nearly, all of us shop
at superstars in malls.

We buy Nike shoes,
00:11:55.000 --> 00:11:59.999
gap t-Shirts, and pants from old navy.

We use Microsoft software,
00:12:05.000 --> 00:12:09.999
we drink Starbucks coffee
00:12:10.000 --> 00:12:14.999
but what the delegate see as
the benefits of free trade,
00:12:15.000 --> 00:12:19.999
the demonstrators as the corporate
profits of unfair trade.

We all have come together in unity.

This rally ended but the crowd stay together
and they made their way to a downtown

McDonald\'s where demonstration was taking place against
the sail to Europe of beef treated with growth hormone.

Uh… this is about celebration
of fresh healthy good food

that\'s good for you, that\'s against the
00:13:25.000 --> 00:13:29.999
uh… Mcdomination of the world
against the growth hormones,

against the genetically modified food.

It\'s a celebration of food that\'s
culturally diverse and healthy.

window of the week. It wasn\'t a big deal

but it felt like the thin thread of nonviolent
civil disobedience that had united the crowd.

Even though these farmers urges the crowd to disband, they
continue their march with a metal line of Seattle Police

the departments right there.

they are not to come this direction.

Now here\'s another police officer deciding to play
hard ball, why? I want to ask why was it so necessary

to stop the marchers at this intersection?

This wasn\'t the beach at Normandy or fourth and goal
in a football game. Why didn\'t he just let them go?

I realized as I stood in
a crowd with my camera

that I\'ve never seen anything like this before
except in other documentaries about the 60s.

already got a sense of what the police were up against.

This crowd was palpable impressive force.
And I felt that would only gather more

and more power as the week went on.

Even here, at this intersection which was blocks away
from the convention center they didn\'t back down.

Now there was another troubling incident
just a few blocks from here this afternoon.

The Seattle police car was apparently vandalized, it was spray
painted with graffiti and one of the tires were slashed.

There had been no arrested and that police don\'t
know if it was connected to this to any particular…

The WTO…

That night, as the WTO ministers held their opening night party
and contingent of Teamsters waited in the rain to join a march

heading their way. Oh, we got meaned up by
the federation church group coming down

I suppose to be 5,000 strong
men, marching beside us.
00:18:10.000 --> 00:18:14.999

This march was organized by religious
correlation who were calling for a cancellation

of all Third World debt.
00:18:25.000 --> 00:18:29.999

It was a request that was unlikely
00:18:35.000 --> 00:18:39.999
ever to be granted but lightly
things happened all week long.

number of people all over the world.

The biggest demonstration

the protests would look like on Tuesday,

to block a doorway to the convention center

corner and shouting angrily WTO delegates

on their way to the opening ceremonies.
I imagine these

few polite clusters of defiance.

That was Seattle\'s mayor, Paul Shell.

He would soon come to realize how naive he to police the
business owners, the delegates other citizens had been.

It was obvious that this is
a strategic demonstration

required massive amounts of people
positioned all over the downtown core.

There\'s lot of people right now, we\'re forming kind of uh…
(inaudible) to protect the people that are (inaudible) over there.

As I stood in the crowd at this blockade

I felt a mixture of shame and pride.

I was ashamed of myself for underestimating the angry passion
surging through the crowd that\'s randomly for believing

that citizens in this country had somehow
lost the capacity for this kind of passion

and I was also proud to see that passion very much live
in the city that I\'d called home for most of my life.

that the police had been told to hold back

to let the protesters stake out their
area which is five blocks away

No one including myself quite understood what
had caused police to do what they just did.

When I looked at the protest was I
saw outrage in incomprehension.

I couldn\'t even see their faces. The
medics are here behind this white band.

Throughout the week, at various hot points
someone new someone I had never seen before

command the crowd for several minutes.

Then they disappear, I\'d
never see them again.

It was strange but with no one person in
charge it became impossible for the police

and the press to know for
sure what would happen next.

There are delegates been cought by the (inaudible) walking around the
city unable to figure out how to get to the convention centre or gte in.

smashing on the roof is escalating

to marches uncloser. If

then we\'re going to get protons on our rooms right

I began looking at the tapes I shot,

I had the luxury of being able to scrutinize certain
footage over and over and it gave me a perspective that

just seemed more acute than mere memory.

I became transfixed by specific incidents.
Like the one earlier of the rogue cop

pushing that guy around and also this moment
and this protester apparently got too close.

Here was the biggest march of the week.

50,000 people who are in this march
which was organized by the Teamsters

and all of these people represent a concerned
citizen groups from around the globe.

And they\'re all marching
to downtown Seattle.

All of the causes united in
one massive demonstration.

As they marches into downtown
you can feel things change.

The exalted mood was gone and people
weren\'t quite sure which way to turn next.

The much splintered,
some people continued on

others joined the blockades the
incidents ever going on downtown.

At 3:30 PM, Tuesday afternoon,
pandemonium finally broke out.

I think the police had intended to clear this intersection
but the wind was moving in the wrong direction
