The story of what happened in Florida during the 2000 Bush-Gore presidential race plays like a drama in many acts. From election night, when the three networks erroneously called the state before the polls closed, to 36 days later when the Supreme Court made the highly controversial decision to halt the recount and call the election for George W. Bush, Americans were stunned by what they saw.
Before the fiasco in Florida, most Americans assumed that the votes they cast would be counted in accordance with one of the fundamental principles of American democracy, yet 175,000 votes cast in that state, largely by the working poor and people of color, were uncounted.
COUNTING ON DEMOCRACY asserts that a systematic pattern of behavior on the part of the state's various election boards, overseen by a compromised elections department, resulted in a myriad of lost votes. What emerges is a shocking but very clear picture of political interests cynically ignoring and overriding the will of voters.

The registration rates in Florida among
African-Americans were extraordinarily low

as they worked throughout the
South, systematic effort

to keep black Americans from voting. And
particularly in the northern part of the state

and there was no power in Florida state government

voter mobilization drive

real effort to mobilize

think people understood this was a battleground state.

Remember in November. And so people came
out to vote. It was a great turnout.

We had somewhere in neighborhood

943,000 African-American that were registered as
of opt over detail and from that registration

we had 893,000 to turn out. Nine out
of ten blacks voted for Al Gore.

His campaign was managed by Donna Brazile.
They were more Americans who went out

and intended to cast a ballot for the Democratic
presidential candidate Al Gore than George Bush.

But some happen along the way. Election

the use of voting machines

A number of decisions were made on

Despite problems in the past and the intensity of the race

officials did little to educate voters.

More money was allocated by the Florida
Legislature for the lottery than voter education,

a proposal to spend more was rejected.
We in Florida spent $35 million teaching
00:13:15.000 --> 00:13:19.999
people how to play the lottery, but we only
spent 7,000 on trying to educate people
00:13:20.000 --> 00:13:24.999
about elections.

The United States Civil Rights Commission

convened hearings in Florida to try
to determine who was responsible
00:13:35.000 --> 00:13:39.999
for the small decisions that caused
thousands of votes to go uncounted.

Harris couldn\'t be talking to them directly. But if you

Told Palast that the list provided

office was 95% wrong.

A State Court has since found that
Leon County violated voting rights.

Leon County told Secretary
Harris that that 95% of list

that she gave you County was wrong that
they were taking away the voting rights

over 600 people wrongly. Did she send back a letter
or acknowledge or change a system or what did she do?

and this the core story. They knew

completely correct. Not by the evidence we had.

will take someone named Willie D. Whiting

and they would knock off a guy named
Willie R. Whiting who lives in this state

and he\'s committed … supposedly committed some crime in
Illinois. There really is a Willie R. Whiting in Florida.

Mind you I have been voting
here since I was 18.

of more than 2,000 voters

who some press accounts said

Republican Congressman John Sweeney
reportedly gave the order to shut it down.

This spokesperson for the Republican Party

to the effect of shut it down or stop them. It was

What happened in Miami-Dade County was different.
It was over the edge, over the legal edge.

Legal or not the demonstrators achieved their
goal. The Miami Dade County canvassing Board

reversed its decision. The hand recount that
Al Gore hoped would put him over the top

Later that evening

rallied outside the building
housing the canvassing board

If the people up there

But the election was not over. The Florida

Within hours the United States Supreme Court

votes, they saw something very different from what I saw.

before the United States Supreme Court.

have been very reluctant to invoke the
Equal Protection Clause in new areas

and yet they did it in this case with what
seems to be a clear part of some intent

that was under the surface of these little
hanging chads. This overwhelming series

of profound inequalities among
the different counties, some had

their optical scanning machines
with automatic correction device,

so that a voter who said, oh no that\'s not what
I meant, had a chance to correct her vote.

Great many had these punch-card systems
00:47:35.000 --> 00:47:39.999
and in the punch card systems there
were old dilapidated machines
00:47:40.000 --> 00:47:44.999
in some places and fancy new ones in
other places. I think it\'s very hard

for somebody to look at what the Supreme Court said about
Equal Protection and not regarded as very profoundly flawed.

The United States Supreme
Court failed to acknowledge

that voters in Florida had unequal access to
reliable voting machine. The back that the court

proceeded to decide the case in such a
nonchalant way with an Equal Protection Theory

well on a first year law exam

when the stakes are this great.
Yeah I guess that disgust me.

I believe if it had not been
for that Supreme Court ruling

which you can either agree with or disagree
with, but if it hadn\'t been for that ruling,

I think this country would have had the worst constitutional crisis since
the Civil War. In a searing dissent Justice John Paul Stevens wrote.

Although we may never know with complete
certainty the identity of the winner

Florida junked the butterfly ballot and punch-card voting

Well, strange enough. Florida maybe
one of the few states in the country

dirty little secrets of American elections

and depending on the locality there can be anywhere from
3% to 20% I think the numbers are of ballots thrown out.

I mean, that\'s amazing in a country that considers
itself the freest best democracy in history.

Some critics blamed flaws
in our political system.

What it comes down to is a systematic means

of excluding voters of color that\'s really important. It\'s
systematic. It\'s programmatic. Others singled out the Supreme Court,

but in Florida a culture
of disenfranchisement

and indifference to voting
rights not a conspiracy,

was the root cause said student leader Andrew Gillum.
There was a culture in Florida that systematically denies
00:51:45.000 --> 00:51:49.999
individuals are many backgrounds their
right to have their vote counted.
00:51:50.000 --> 00:51:54.999
This view was echoed by
established leaders.
00:51:55.000 --> 00:51:59.999
We still have some ways to go to
return to their original concept
00:52:00.000 --> 00:52:04.999
that each American could vote, that
our vote would be counted accurately
00:52:05.000 --> 00:52:09.999
and that we would be given an equal chance
00:52:10.000 --> 00:52:14.999
to express our opinion and our choice. The
problem was worse than many realized.

A nonpartisan study by Caltech and MIT
found that four to six million votes

were not counted in the 2000 election.

Little thought showed that Florida was not
unique that this was national problem,

a problem that had fastered
free many many years.

Congress is addressing this national
problem. Bills were introduced

to set minimum standards
for federal elections.

Nobody should be hostile to voting rights. I mean,
haven\'t sakes as you say the Republican Party

was founded on the idea of voting rights
extending voting rights at its best

and its history. It has always pursue
that principle. Associated Democrats,

should that be a partisan thing.
Months after inauguration day

leading news organizations
reviewed Florida\'s 175,000
00:53:10.000 --> 00:53:14.999
uncounted ballots. Ford Fesenden
00:53:15.000 --> 00:53:19.999
represented the New York Times and the
Media Consortium. Over about six months

we went to all 67 counties. We had
… there were 60 thousand votes

and about 110 or 115,000 overvotes.
So it was important work I think.

And it was eye-opening
largely in the steaks.

If you looked at all of
them there were a slight,

very slight margin for Gore. I
have no question that if everybody

who intended to vote for Al Gore in

denied an equal chance to cast a legal ballot.
