This program examines the controversial issue of off-road motor vehicle use on public lands. MOTOR documents the heavy environmental damage that jeeps, ATVs, jet skis, snowmobiles, and all the other personal motorized transportation devices coming on the market cause in areas that Congress has set aside to be preserved for future generations.
DeFelice outlines both sides of the debate with viewpoints from motorized-use advocates, public lands managers, and environmentalists, but projects a firm belief in the conservation of public lands and its resources throughout. The film suggests that people need to start taking responsibility for the protection of National Forests and National Parks in America.

Well, there are nearly a hundred
million acres of wilderness,

designated wilderness in this country.
And if those folks desire

that type of non-motorized experience,

The thing that distresses me about seeing
more and more use with ATV\'s and motorcycles

is people are not willing to
put forth the physical effort

to go into the back country and to
see the back country on its terms

instead of their terms. It\'s a
good wholesome family recreation

where a whole family can
recreate together on ATV\'s,

or snow mobiles, or motorcycles, or Jeeps, you
know, four wheel drives. They run over our dogs

and kill them. They destroy fields of corn and
soybeans. They do donuts in our front yards.

They come up not going our door
in the middle of the winter,
00:08:05.000 --> 00:08:09.999
11:30 at night, wanting to use our phone because
they\'re stuck down here. They said they\'re gonna,

they\'re gonna keep us from coming out here this
year. But they\'ve been saying that for a long time

and we\'re still here. If they try to
block up again, we\'ll run it over.

They say that they\'re endangered, and they say that they
belong here, but I\'ve never seen a cat in the water

and thought it was nothing but water. I don\'t believe in Florida panther.
I think, this is just a mountain line that somebody brought down

here from up north, and they say they\'re supposed
to belong here, but I ain\'t never seen them.

All of the scenery and the people we meet
on the road coming up here is really great.

Just the challenge of this Jeep, doing what it can
do. It\'s old Army issue, stock military stuff,

and that\'s one hell of a vehicle. It
was like a man getting back to nature

and as (inaudible) mechanically back to nature in the hell
(inaudible). Like you said, meeting people and seeing nature

is getting away from town. It\'s good to get
away from electricity it all start up.

It comes with a fewer parts every time, as long as we have an
engine, and transmission, and tires, I guess, we\'ll keep coming.

who have many, many more members.

For example that we have the Motorcyclist

They have 250 thousand of their own
members. So we feel that we influence

a half a million to six hundred
thousand recreationists.

We are proposing a back
country recreation area,

designation as an
alternative to wilderness.

Designation wilderness is not a user
friendly designation. It prohibits outright,

all types of motorized recreation,
all types of mechanized recreation,

all types of improvements to
better accommodate recreation.

How could these people represent recreationist? How they
didn\'t represent recreationist when they wrote their comments

on the Rocky Mountain Front.
Prime recreation area,

loved by Montanan\'s. And they write comments
there, a carbon copy of (inaudible).

So the Blue smoke Coalition is
exactly there. So it starts

with a distorting the whole concept of what a trail is.
If you look at Webster\'s, it\'ll say, \"A trail is gap

made by the passage of people and animals.
That\'s what most people understand trail to be

expect with gap with passage
of people and animals.

Well, as you distort that definition, it\'s the offered
vehicle for this rally dungeon for obvious reasons.

You say, well, it\'s no longer just for people and
animals, now, it\'s going to be for vehicles,

you know, trucks, and
ATV\'s, and motorcycles

as well as people and animals, we all share the trails. What
happens is that the trail takes on the characteristics of a road.

There are new toys being created that we haven\'t
even seen yet. Things like personal driver copters,

it\'s pretty light weight, low cost
helicopters that are now available

and are looking for places to fly.
Through the recreation coalition

is working to make sure that
places have a place to go.

And that\'s not the only toy there is, there are
things, like inline skates with pneumatic tires

that are used to go on the back country.
And those companies are looking

to make sure that their users are gonna feel the rider skates.
Now, right now, they\'re not allowed in the wilderness.

But a lot of trails are going to need to
be groomed so you can ride your off road

in line skates on them. Every
time a new toy get\'s introduced,

you gotta find a place for it.
And the back country

and the woods are going to be
totally filled with these new toys.

Beginning in, I think, late 1996,
the Park Service was reviewing

its boating regulations and recognized that
they may have to address personal watercraft
00:12:25.000 --> 00:12:29.999
separately then boats. I think, that\'s
important because they\'re recognizing that
00:12:30.000 --> 00:12:34.999
these things have a greater impact on the
park resources than conventional boats.

We\'ve have boats in park, parks,
probably since the beginning, 100 years

and personal watercraft has now been on the scene
in park managers are correctly recognizing

that these need to have special regulations. Personal
watercraft or motorized recreation can change the way you

resources. In industry, it\'s playing on that.

functions, gasoline comes in

the fuel that is used in PWC

So in effect what they\'re saying is
that over the entire life of your car,

the pollution you release will be equivalent
to what is released in two hours of agency.

In the early 90\'s, the use of PWC\'s
exploded in the San Juan Islands

off the coast of Washington. Marian Anderson and
Friday Harbor saw this increase as an invasion

to the way of life in the islands and a petition was
turned into the county commissioner asking for a ban.

An ordinance passed to study effects of PWC\'s
in an ineffective moratorium went into place.

The county was immediately sued by
the Marine Manufacturers Association
00:15:25.000 --> 00:15:29.999
on behalf of the industry. The ordinance was overturned
that after an appeal to the state Supreme Court
00:15:30.000 --> 00:15:34.999
it was determined that the county\'s
jurisdiction superseded that of the states
00:15:35.000 --> 00:15:39.999
after three long years of
struggle, the ban became law.
00:15:40.000 --> 00:15:44.999
And they said to president and that we have the right
to protect what is important for our community,

not only it\'s important for an industry.
One of the

industry attorneys said in horror
at the Supreme Court hearing,

well, if you allow Salmon
County to ban Jet Skis,
00:16:00.000 --> 00:16:04.999
what\'s going to stop other
counties from banning jet skis.
00:16:05.000 --> 00:16:09.999
We just can\'t have that. And, Of
course, that was their biggest fear
00:16:10.000 --> 00:16:14.999
is that it would be a domino effect.
No one likes David-Goliath
00:16:15.000 --> 00:16:19.999
story when they\'re not David.

When I started fighting against it, I found
out that the, the users also in industry,

especially they\'re very entrenched in their crusade
to go out and basically use these things anywhere

they want it. I also found out
that they were fairly aggressive.

And the pursuit of their
trails, the point where they,
00:16:40.000 --> 00:16:44.999
they would resort to character
assassination. Actually, on away

after I developed broader shoulders
and realize how activism works,

and how when you\'re really started to make a
difference, you can tell it by the backlash.

And the more I was attacked, the more
I felt I was making a difference.

us who work for this cause
can always remain simple,

And the people that attacked us

human activity and all kinds of manufactured goods.

a dirt bike and started spinning donuts

next to this guy\'s house all day and

But it\'s funny the people that are
doing the exploiting and the impacting

always seem to have some right to do it.
But they never really consider

the rights of the people that are
impacted or the responsibility

we have for the environment that\'s impacting.
It\'s always got to be their selfish interests,

and basically to hell with
everybody and everything else.

Near the banks of the Ohio River in the
Shawnee national forest of Illinois,

a 13 year old battle has been fought.
Formed in 1986 to fight excessive logging,

the regional association for concerned
environmentalist or race has turned much of its focus
00:18:50.000 --> 00:18:54.999
towards fighting ATV\'s. Mark
Donnamus fought tirelessly
00:18:55.000 --> 00:18:59.999
to persuade the Forest Service to enforce its own laws
which prohibit use of the machines on forest lands.

During this time, his wife Christy Hansen has
catalogued dozens of photos over the past decade,

which document cases of abuse inflicted upon the force
as well as their house, which has been vandalized

by motorized supporters. Shelves of materials are
a testament to numerous court cases and orders,
00:19:20.000 --> 00:19:24.999
which have yet to be complied with by the
Forest Service. In terms of trying to get them
00:19:25.000 --> 00:19:29.999
out here when we observed
blatant violations of the law,
00:19:30.000 --> 00:19:34.999
it\'s been very difficult.
They, they really don\'t want
00:19:35.000 --> 00:19:39.999
to do anything for us.
00:19:40.000 --> 00:19:44.999
Well, throughout the years, the Forest Service has
issued different closure orders for the shiny.
00:19:45.000 --> 00:19:49.999
And every single one of them is
very misleading. It sounds like,
00:19:50.000 --> 00:19:54.999
if you stand the forest about roads,
00:19:55.000 --> 00:19:59.999
which is really just dirt trails and you
don\'t go after those, it\'s okay to ride.

I mean, that wording is no ATV
use of forest development roads,
00:20:05.000 --> 00:20:09.999
but they don\'t tell anybody which
are the roads which are trails.

So, you know, if, if I was ATV rider,
and I came up to one of these trails,

and I saw that sign, I
think, I could ride on this,

this whatever it is, trail, road, travel way,
you know, as long as I don\'t get off it,
00:20:25.000 --> 00:20:29.999
it\'s okay. There\'s nothing. No blocking, you know,
it\'s like a clear shot. You can just go right in.

And, you know, if you.

visitation here is approaching three million,
