In the US, Wal-Mart opens a new mega-store every two business days. This is the story of the impact of discount chain stores on American towns and cities, and on our society as a whole.
STORE WARS follows events in Ashland, VA, over a one-year period, from the first stormy public hearing that galvanizes residents' opposition till the Town Council takes a final vote on the proposed Wal-Mart store. Arguments for the store (tax revenues, low prices, jobs) and against it (destroys small town character, traffic, low-end jobs) are articulated and hotly debated. The cast of characters includes the mayor and Town Council members who will eventually make the decision, Wal-Mart representatives and the 'Pink Flamingos,' the grassroots citizen group opposed to the store.
STORE WARS does not single out Wal-Mart, but rather highlights its position as the icon of the Big Box industry. While offering a critical view of this industry, the film presents fairly all viewpoints on this controversial issue.
STORE WARS is the first film in Micha X. Peled's Globalization Trilogy . Store Wars: When Wal-Mart Comes to Town focuses on consumption in the U.S., and China Blue investigates the manufacturing of the clothes we all consume. Bitter Seeds looks at the raw materials. It goes to India and follows the farmers growing the cotton exported to China's garment factories to be used for the clothes sold in the West. Each film explores a deeper layer of the production-consumption chain.

is the only town where

the trains stop right on Main Street.

Ashland Virginia is right on I-95,

the fastest growing corridor on the East Coast.
Many people here work in nearby Richmond

and do most of their shopping in the malls by
the highway. It’s here on the outskirts of town

that WalMart wants to build its store.

raised both of our children here in Ashland.

I wrote the only history book about the town. And I
can’t think of any issue the town has ever faced

much emotion as this one.

I first realized it when the Planning Commission held a public hearing
to find out how residents would feel about a WalMart mega store.

after the Planning Commission makes its recommendation.

We have a mortician and a mill owner

and a school bus driver entrusted with the future of the town. But
the real decision makers on council are Jim Moore an attorney,

and Tommy Herbert, our youngest
mayor in recent memory.

So many people are watching the town council meetings, you
know, it… it’s scary. Some people look at you and go,

them, you know, sort of like thanking of,

think a sitcom could be based off of a town council.

I’m studying history of other small towns in our predicament.
Nobody wants a 24 hour store, we don’t want the traffic,

we don’t want the noise, we don’t want the
trucks. You can’t stop the development.

This will generate in the order
of 29,000, 29,000 cars a day.

The jobs that WalMart’s going to bring to Ashland
are going to be replacing better paying jobs,

with local hometown businesses.

From everything I hear, WalMart
is a good corporate citizen and…

and a good employer. They are
last in charitable giving

of all the discount, major discounters.

And well, if it’s that bad, why are they
the largest retailer in the country?

range of ordinary people.

therapist in the school system and I own a small business,

to know how the system works. Umm… We
don’t have the knowledge of the zoning

and the planning and… and
just the political games.

over America after having a similar battle in his own town

I mean, they’re giving every day low price.

and there’s no degree in sprawl busting yet.

And what motivates me is just the idea
of helping small town America survive,

of what makes my town different

and what makes my town a beautiful place to live
in, all of that is on the line with WalMart.

The number of people affected by
these stores are in the millions.

They’re doing this because they
feel deeply about the fact

that their hometown is worth fighting for. Talk…
I like to talk about strategy and I like to

do that in the context that what gets said here does
not get repeated outside this room, is that okay?

I mean the… I… I list over 100 communities

that have beaten big stores.

I don’t like the idea of a big corporate giant telling
local people what their hometown is going to look like

and be like in the future, and what opportunities
are going to be available for their kids.

They bring an enormous array
of resources into a community

and the local citizens are holding bake sales
to try to hire traffic engineer. It’s a…

it’s a enormously slant a process that
leaves the citizens often with the feeling

that it’s impossible to make it happen. WHAN Ashland, a
community informational meeting is being held this evening

at the Hannover Arts and Activity. More people are here
tonight, they never come to a popular Christmas show,

and some of them have to watch it outside.
An attorney for WalMart

the company’s position.

To proposed shopping center we believe will create a
new retail destination and will attract customers

from not only the town but

Let me just tell you very briefly some of the numbers that I’ve seen
and that I think it’s important for the town council to understand.

WalMart gains are at the
expense of other merchants,

84% of WalMart’s sales come
from other existing businesses.

WalMart Founder Sam Walton in his autobiography
wrote that WalMart will not put a store

in a community where it is not
wanted, is still WalMart’s policy.

or not a store is wanted in the
community is by… gauged by

the number of people who
shop there once it’s open.

But that’s part of the WalMart saturation strategy. They place their
store so close together that they become their own competition.

And once everybody else is wiped out, then
they’re free to thin out their stores.

locally. WalMart monies go directly to Arkansas.

should have started in the beginning speaking straight with us,

and other types of meetings at the uh… the
coffee shop and… and some of the stuff

me the implication that I’m not welcome.

The buzz around town is that Tommy
is negotiating with WalMart,

that he’s saying he’ll vote for them but they got

It’s my job to get the best deal for the
town. I’ve looked over the proposal.

I’ve had a few other requests that I believe
are important to a successful project.

I think WalMart has… stands a good
chance to be a community asset.

This time on the other hand, everybody is talking

the… the WalMart issue has stoked

highly charged emotional setting,

then… then certainly
behind each other’s backs.

Tommy is running against the Flamingo
candidates. In a public forum he said,

\"I think WalMart is just great. We can
lure the Yankees off the interstate.\"

I am running for re-election, I’m begging you to come
out and vote, May 2nd. Well, you got any questions,

complaints or comments? No. What do you think about
the WalMart though? Don’t get me started on that.

should make the decision about WalMart.

The Flamingos are asking to defer the decision to the New
Town Council, which will be less sympathetic to WalMart.

You see we’re in this weird twilight
moment when the outgoing town council

is still in power.

little bit lost or maybe a little bit frantic.

degenerate into fist fights.

today to have his heart checked.
