In Caracas, Venezuela, the murder capital of the world, a revolutionary gang enforces justice–eye for an eye. Hailed by some as modern-day Robin Hoods and as ruthless thugs by others, the Tupamaros are an enigma long puzzled over by scholars and the U.S. foreign service. With unprecedented access to these controversial vigilantes, the film chronicles seven turbulent years in the life of Alberto ‘Chino’ Carias, a former guerrilla fighter and a Tupamaro leader who rose to prominence after Hugo Chavez’s election in 1999.
Once accused of robbing banks and killing cops, Chino sheds his outlaw reputation and takes a government post, formally embracing the socialist movement. But when Chavez dies, revolutionary turns on revolutionary. The country careens through a middle class exodus, mind-bending inflation, and the unraveling of new programs meant to empower the poor. In the absence of true law and order, Chino clings ever more desperately to his contradictory roles as saint and executioner.

00:00:11.583 --> 00:00:14.291
( music playing )
00:00:22.000 --> 00:00:23.833
Woman:
Caracas is at the epicenter
00:00:23.916 --> 00:00:27.000
of Latin America's
epidemic of violence.
00:00:27.083 --> 00:00:31.208
Man: Last year alone saw
nearly 27,000 killings,
00:00:31.250 --> 00:00:34.416
the second worst
murder rate in the world.
00:00:34.458 --> 00:00:37.208
Woman 2: We're here in an area
called 23 de Enero.
00:00:37.250 --> 00:00:38.416
A lot of shantytowns here,
00:00:38.458 --> 00:00:41.375
and it's very pro-Hugo Chávez,
and also pro-Maduro.
00:00:41.416 --> 00:00:45.000
And it's also home to very
strong leftist activism.
00:00:45.083 --> 00:00:47.625
And people here tell me that
they don't welcome the police.
00:00:47.750 --> 00:00:49.208
They don't want to see
them here because they say
00:00:49.250 --> 00:00:51.250
that the police here
are corrupt.
00:00:51.291 --> 00:00:52.833
Instead, they have groups,
armed groups,
00:00:52.916 --> 00:00:55.583
who maintain
security in this area.
00:00:57.958 --> 00:01:00.291
Officer:
What is the mission of the Tupamaros?
00:01:00.333 --> 00:01:05.000
Our mission is to fight
for the liberation of the people.
00:01:05.083 --> 00:01:10.750
To fight any front that is needed,
00:01:10.833 --> 00:01:15.333
as long as the condition
of the people demands it.
00:01:43.541 --> 00:01:45.916
Chino: What do you want to know
about the gangs?
00:01:46.000 --> 00:01:47.916
Markovits: How do you justify
the violence against them?
00:01:48.000 --> 00:01:50.750
There is nothing to justify.
00:01:50.833 --> 00:01:55.541
You don’t have to justify something
that is justifiable by itself.
00:01:55.625 --> 00:01:58.625
Someone who sells drugs
does not have any rights.
00:01:58.750 --> 00:02:01.291
Someone who sells drugs,
who destroys the lives of children,
00:02:01.333 --> 00:02:04.125
the elderly and the young,
has no rights.
00:02:04.208 --> 00:02:06.083
No right to live.
Bang! Bang!
00:02:14.458 --> 00:02:16.000
( gunfire )
00:02:16.083 --> 00:02:18.416
( chanting in Spanish )
00:02:18.500 --> 00:02:21.291
( chanting )
Chávez! Chávez! Chávez!
00:02:21.333 --> 00:02:25.250
I’m still in shock! I just can’t believe
that I’m sitting here again.
00:02:37.458 --> 00:02:41.541
Chino: Can you imagine
the reaction of the enemy
00:02:41.625 --> 00:02:45.291
when they found out a Tupamaro took over
the security of the Fatherland?
00:02:53.708 --> 00:02:56.583
{\an8}( music playing )
00:03:49.291 --> 00:03:55.083
Male Reporter: This is the first time
he’s shown his face to the world on television.
00:03:55.166 --> 00:03:58.125
Before he was living underground.
00:03:58.208 --> 00:04:00.500
His name is Alberto Carías.
00:04:00.583 --> 00:04:04.083
In Venezuela, he is known
as Commander “Chino” Carías.
00:04:04.166 --> 00:04:06.958
The top-ranking leader
of the paramilitary groups
00:04:07.041 --> 00:04:09.541
that support
the Hugo Chávez government.
00:04:09.625 --> 00:04:12.875
We are back and we are talking
with Alberto Carías,
00:04:12.958 --> 00:04:16.208
who has a bachelor’s degree
in philosophy and liberal arts.
00:04:16.250 --> 00:04:18.833
A lot of people don’t know this.
They greet him with “What’s up, Chino?”
00:04:18.916 --> 00:04:21.500
But whenever I ask him
what he does, he hesitates.
00:04:21.583 --> 00:04:26.916
So I’ll ask him again,
what is the purpose of the Tupamaros?
00:04:27.000 --> 00:04:28.750
( echoing )
Tupamaro, Tupamaro.
00:04:28.833 --> 00:04:34.416
Chino: Our calling is to stand firm
in the fight against American imperialism,
00:04:34.458 --> 00:04:36.541
in the fight against drug dealers
00:04:36.625 --> 00:04:42.791
and the constant fight
for a more dignified and humane society.
00:04:49.791 --> 00:04:52.208
{\an8}Dudley: The Tupamaros
is an urban-based,
00:04:52.250 --> 00:04:55.583
{\an8}quasi-guerrilla
political group.
00:04:55.666 --> 00:04:58.000
{\an8}Their base is
in the 23rd of January,
00:04:58.083 --> 00:04:59.875
a neighborhood in Caracas.
00:04:59.958 --> 00:05:04.208
They started out as
much more of a political group
00:05:04.250 --> 00:05:06.458
with roots in
a guerrilla movement.
00:05:06.541 --> 00:05:09.833
As they evolved,
the Tupamaros became
00:05:09.916 --> 00:05:11.708
more of a vigilante group.
00:05:11.791 --> 00:05:14.458
Do you have any questions
about this machine gun?
00:05:14.541 --> 00:05:16.166
Yeah, how does it work?
00:05:16.250 --> 00:05:19.833
It has three functions.
This is the safety.
00:05:21.041 --> 00:05:24.583
It shoots like a machine gun.
00:05:24.666 --> 00:05:28.083
Hold it straight to attack.
00:05:28.166 --> 00:05:34.125
It’s good for shooting from buildings
and cars that we use as cover.
00:05:36.166 --> 00:05:38.416
We come out and then open fire.
00:05:38.500 --> 00:05:44.875
This is the tripod and the telescopic view.
00:05:44.958 --> 00:05:50.625
You identify the target, okay?
You aim for the moving target.
00:05:50.750 --> 00:05:52.333
And when you have him locked
00:05:53.916 --> 00:05:57.541
Bang! You fire the weapon.
00:05:57.625 --> 00:06:03.375
These are basic fundamentals
that every urban guerrilla,
00:06:03.416 --> 00:06:09.208
every revolutionary fighter
should know, especially now.
00:06:15.500 --> 00:06:18.250
( sirens wailing )
00:06:20.875 --> 00:06:23.750
Markovits: Do you trust them
more than the police?
00:06:25.333 --> 00:06:27.166
- Truthfully? Yes!
- Why is that?
00:06:29.000 --> 00:06:34.708
Because they are in constant contact
with the community.
00:06:36.208 --> 00:06:40.791
What I know about the Tupamaros
is that they are violent people.
00:06:40.875 --> 00:06:46.125
And I think that’s very dangerous
for the country and the capital.
00:06:48.041 --> 00:06:50.625
( music playing )
00:06:55.250 --> 00:06:57.000
The notion that the Tupamaros
00:06:57.083 --> 00:07:00.000
kill the drug dealers
could be true.
00:07:00.083 --> 00:07:02.250
{\an8}But the other side
of that story
00:07:02.291 --> 00:07:06.208
{\an8}is that they kill
drug traffickers
00:07:06.250 --> 00:07:07.583
{\an8}who are rivals.
00:07:07.666 --> 00:07:10.208
{\an8}That they are seeking control
00:07:10.250 --> 00:07:12.000
{\an8}of specific territories.
00:07:12.083 --> 00:07:14.250
{\an8}I think that they're
somewhere in between.
00:07:16.458 --> 00:07:20.541
There's so many factions
of a group like the Tupamaros
00:07:20.625 --> 00:07:23.083
{\an8}that it's hard to paint them
with a broad brush,
00:07:23.166 --> 00:07:24.833
{\an8}to say that they are
one or the other.
00:07:24.916 --> 00:07:27.208
{\an8}I mean, it may depend
on what leader--
00:07:27.250 --> 00:07:28.875
{\an8}what specific leader
you're talking about
00:07:28.958 --> 00:07:30.833
{\an8}in what particular area.
00:07:31.875 --> 00:07:35.208
{\an8}( men chanting )
Strength! Union! For a great nation!
00:07:38.958 --> 00:07:41.166
Fatherland or Death!
We will win! Fatherland or Death!
00:07:42.666 --> 00:07:44.958
We will win!
Until victory! Always!
00:07:45.041 --> 00:07:48.250
Unfortunately,
paramilitaries are making a strong effort
00:07:48.291 --> 00:07:50.083
drop by drop in this community.
00:07:50.166 --> 00:07:53.041
They are penetrating the area
with large amounts of drugs.
00:07:54.833 --> 00:08:00.291
What makes us different
from the repressive state forces,
00:08:00.333 --> 00:08:04.333
is that we will never be bought
or negotiate with drug dealers.
00:08:07.625 --> 00:08:11.166
What we do is take back the areas...
00:08:13.625 --> 00:08:17.500
that the gangs and drug dealers
try to control.
00:08:17.583 --> 00:08:22.958
So that the communities feel our presence,
00:08:23.041 --> 00:08:25.000
and know that we’ll always be on alert.
00:08:25.083 --> 00:08:30.416
Our violence is not against civilians
or against the defenseless.
00:08:30.500 --> 00:08:34.166
And when we say
American imperialism
00:08:34.250 --> 00:08:37.791
must be attacked,
even on its own soil,
00:08:37.875 --> 00:08:41.875
we are not talking about the American people
but the economic model.
00:08:56.916 --> 00:09:01.125
Man:
Caracas, 16% unemployed
00:09:01.208 --> 00:09:03.291
and the government
can do nothing.
00:09:03.333 --> 00:09:05.416
A terrible shortage
of houses.
00:09:05.458 --> 00:09:07.416
The government can
barely begin.
00:09:07.458 --> 00:09:10.625
The United States'
oil companies boom.
00:09:10.750 --> 00:09:12.958
Money does not come
into these streets.
00:09:15.375 --> 00:09:17.708
( no audible dialogue )
00:09:38.291 --> 00:09:40.583
{\an8}Ciccariello-Maher:
Probably the best way
00:09:40.666 --> 00:09:43.625
{\an8}for Americans to really begin to grasp
and to begin to understand
00:09:43.750 --> 00:09:46.000
{\an8}this Tupamaro phenomenon
in Venezuela
00:09:46.083 --> 00:09:48.416
{\an8}is to think of something
like the Black Panthers.
00:09:48.458 --> 00:09:50.583
Here's an organic organization
that emerges
00:09:50.666 --> 00:09:53.791
from impoverished communities
as a way of resisting
00:09:53.875 --> 00:09:57.208
the violence within communities
and the violence of the state,
00:09:57.250 --> 00:09:59.375
and specifically
of the police.
00:10:01.083 --> 00:10:04.416
Something very similar happens in Venezuela.
These communities are deprived,
00:10:04.458 --> 00:10:06.166
they don't have
social services,
00:10:06.250 --> 00:10:09.458
they don't have access
to education and public space.
00:10:09.541 --> 00:10:13.416
And at the same time, they are targeted
by a campaign of eradication
00:10:13.458 --> 00:10:15.250
through the police
and the military,
00:10:15.291 --> 00:10:18.833
but also through the scourge
of narcotrafficking.
00:10:29.166 --> 00:10:34.916
Chino: I was born
in a working class slum in Caracas,
00:10:35.000 --> 00:10:36.875
in extreme poverty.
00:10:36.958 --> 00:10:40.958
When I was six years old,
I’d leave my house at five in the morning.
00:10:41.041 --> 00:10:45.291
The gangs would protect me.
00:10:45.333 --> 00:10:50.916
They knew I was supporting
my mother and they respected that.
00:10:51.000 --> 00:10:54.375
I was a hothead.
I liked to fight.
00:10:54.416 --> 00:10:57.791
They told my mother
she was raising a psychopath
00:10:58.833 --> 00:11:01.541
because I got into
so much trouble at school.
00:11:01.625 --> 00:11:05.541
When I was seven years old,
I poked out my classmate’s eye
00:11:05.625 --> 00:11:07.708
with a piece of cardboard.
00:11:11.375 --> 00:11:14.875
{\an8}( dogs barking )
00:11:16.125 --> 00:11:18.833
{\an8}- How are you doing?
- Come in.
00:11:20.833 --> 00:11:24.416
What’s up? Everybody left
when I told them I was coming.
00:11:24.500 --> 00:11:28.791
No, Mario went out to get dog food
because we ran out.
00:11:28.875 --> 00:11:29.833
Come on in.
00:11:31.416 --> 00:11:33.333
Well, you should have told me.
00:11:33.375 --> 00:11:36.083
I sent what Francisco told me to get,
sugar and flour.
00:11:36.166 --> 00:11:38.541
I don’t have your phone number.
00:11:38.625 --> 00:11:41.625
We’ll bring it on Monday.
What else do you need?
00:11:41.750 --> 00:11:45.583
Well, people say he was on drugs
when he hit me with his car.
00:11:45.666 --> 00:11:48.458
And he didn’t even get out
of his car to help.
00:11:48.541 --> 00:11:51.375
Chino: That son-of-a-bitch
had already killed 14 people.
00:11:51.416 --> 00:11:53.375
They used to call him “Shitty Juan.”
00:11:53.416 --> 00:11:58.458
We looked really hard for this guy,
until we finally found that son-of-a-bitch.
00:12:00.958 --> 00:12:05.958
That gangster was hiding out
for about three years.
00:12:06.041 --> 00:12:11.250
After a hard search I finally found him.
He didn’t know me either.
00:12:12.250 --> 00:12:16.250
I asked him if he was “Shitty Juan”
and he said, “Yes.”
00:12:16.291 --> 00:12:18.250
Then I asked him “Do you know who I am?”
and he said “No.”
00:12:18.291 --> 00:12:20.500
So I told him, “I am Death.”
And he asked, “Chino Carías?”
00:12:20.583 --> 00:12:22.875
and I told him “Chino Carías.”
00:12:22.958 --> 00:12:25.583
And from that day on well,
the whole barrio knows the tale.
00:12:28.291 --> 00:12:31.708
And there ends the story
of the famous “Shitty Juan.”
00:12:35.041 --> 00:12:39.458
Bless our meal and our family, too.
00:12:39.541 --> 00:12:44.416
Protect the humble
and all the poor of the world.
00:12:46.291 --> 00:12:49.916
In the name of the Father, the Son
and the Holy Spirit. Amen.
00:12:50.000 --> 00:12:51.041
And we're off!
00:12:58.875 --> 00:13:04.583
Veronica: Of course everyone knows
I’m his daughter.
00:13:04.666 --> 00:13:06.625
Markovits:
And it causes problems for you?
00:13:06.750 --> 00:13:10.250
Veronica: Of course.
It’s got its negative and positive aspects.
00:13:12.250 --> 00:13:14.166
Well, the negative part,
00:13:14.250 --> 00:13:17.375
just like he has friends,
he also has enemies.
00:13:17.416 --> 00:13:21.916
Not everyone is happy
with the way he acts
00:13:22.000 --> 00:13:24.625
and how he does things.
00:13:24.750 --> 00:13:28.708
So it’s not always wise to say
I’m his daughter.
00:13:29.791 --> 00:13:35.500
It’s not easy knowing that when he goes out
the police could get him at any moment.
00:13:37.666 --> 00:13:41.500
Anyone who has had problems with him
00:13:41.583 --> 00:13:44.166
in the past might come after him.
00:13:45.416 --> 00:13:48.416
What’s up? Watch out!
00:13:48.500 --> 00:13:50.375
I’m not messing around, you devil.
00:13:51.375 --> 00:13:52.916
Where is your mom?
00:13:56.250 --> 00:13:57.375
Go tiger, go!
00:14:04.208 --> 00:14:05.166
Let me bat.
00:14:06.791 --> 00:14:08.791
Keep your belly over there.
00:14:11.250 --> 00:14:12.458
Just one pitch.
00:14:15.500 --> 00:14:17.416
That’s how you do it!
00:14:19.500 --> 00:14:21.000
Let’s get a beer, man!
00:14:24.166 --> 00:14:25.958
Vicente: It’s been so long since
Chino’s been here,
00:14:26.041 --> 00:14:27.375
he doesn’t know his way around!
00:14:27.416 --> 00:14:30.583
What bullshit is this guy saying?
00:14:31.625 --> 00:14:32.583
No. No.
00:14:34.416 --> 00:14:39.083
This is a friend of mine from childhood.
Valentine.
00:14:39.166 --> 00:14:41.458
- Vicente.
- Vicentine.
00:14:43.000 --> 00:14:44.875
He was a police officer
in the previous government.
00:14:44.958 --> 00:14:48.416
Son-of-a-bitch!
But he never messed with me.
00:14:48.458 --> 00:14:49.625
- Or did you?
- Never.
00:14:49.750 --> 00:14:54.291
- Thank God.
- We never had problems.
00:14:54.333 --> 00:14:56.125
- How much is it?
- Six.
00:14:57.291 --> 00:15:00.333
You know they are filming you?
00:15:00.375 --> 00:15:02.458
Give me ten you son-of-a-bitch.
I’ll pay six.
00:15:02.541 --> 00:15:04.000
You know they are filming you.
00:15:04.083 --> 00:15:08.166
Hey, I’m just screwing around.
Cheers!
00:15:08.250 --> 00:15:12.041
You remember that time
we robbed the Mercantile bank?
00:15:12.125 --> 00:15:15.041
They killed all our comrades.
I was the only one who survived.
00:15:15.125 --> 00:15:18.375
You were the one who tipped me off,
“Chino, watch out!”
00:15:21.000 --> 00:15:22.375
Are you really filming this?
00:15:22.416 --> 00:15:24.500
Yes, yes. But that was in the past.
00:15:38.541 --> 00:15:40.125
Hey, how are you?
00:15:40.208 --> 00:15:43.250
I was waiting for you so we could visit
the big leader’s house.
00:15:44.458 --> 00:15:48.375
He lives here with his wife and baby.
He leads a very humble life.
00:15:48.416 --> 00:15:51.625
He’s a very popular man here.
That’s why people call him “Mao.”
00:15:51.750 --> 00:15:55.250
Mao is a very good military strategist.
00:15:55.291 --> 00:15:58.208
He knows how to make
every type of bomb,
00:15:58.250 --> 00:16:03.916
“Molotovs,” “Casa bobos,”
“Stunners,” “Nipples,”
00:16:04.000 --> 00:16:06.583
which we don’t use anymore.
Now we use “Bin Ladens.”
00:16:07.666 --> 00:16:09.916
Hey, Mao! How are you?
00:16:12.291 --> 00:16:16.083
Come in. Hello.
I’m with the baby.
00:16:17.500 --> 00:16:21.541
Markovits: Many people in the opposition say
the Tupamaros are terrorists.
00:16:23.041 --> 00:16:25.000
Mao:
Well, that’s completely untrue.
00:16:27.083 --> 00:16:33.041
What we believe and what we have shown
is that from the beginning,
00:16:34.666 --> 00:16:38.791
our movement was one of resistance,
a revolutionary struggle.
00:16:38.875 --> 00:16:43.083
It was started in the late ‘80s.
00:16:44.791 --> 00:16:49.791
And yes, we do operations
to defend the community.
00:16:49.875 --> 00:16:54.708
For example, are you a terrorist
if you attack drug dealers?
00:16:54.791 --> 00:16:57.625
Are you a terrorist if you attack
corrupt police
00:16:57.750 --> 00:17:02.083
or state forces?
00:17:02.166 --> 00:17:04.291
In the early ‘80s,
00:17:04.333 --> 00:17:07.166
Venezuela was going
through a difficult time.
00:17:07.250 --> 00:17:11.291
That was the moment when the fight
for social justice was growing.
00:17:11.333 --> 00:17:16.791
At that time we would hijack food trucks
from foreign companies
00:17:16.875 --> 00:17:20.500
and we would bring the food here
and people would come for it.
00:17:20.583 --> 00:17:24.875
And we would share it with everyone.
00:17:28.583 --> 00:17:30.916
( speaking on radio )
00:17:35.958 --> 00:17:38.375
Chino: The times I’ve been accused
of murdering police.
00:17:38.416 --> 00:17:40.041
I was never there.
00:17:41.791 --> 00:17:46.083
I have been jailed for the murders
of about eight police officers.
00:17:46.166 --> 00:17:49.625
But when those things would happen
in Venezuela at that time,
00:17:49.750 --> 00:17:52.916
you would hear, “They killed a police officer.”
“It was Chino Carías.”
00:17:53.000 --> 00:17:54.833
If a national guardsman was killed,
“Chino Carías!”
00:17:54.916 --> 00:17:57.541
I was always the one they blamed.
00:17:57.625 --> 00:18:02.458
Because I was the one
who controlled 23 de Enero.
00:18:13.208 --> 00:18:17.291
Chino: We were all jailed.
Chichi, Mao,
00:18:17.333 --> 00:18:18.833
Oscar, a bunch of our friends.
00:18:18.916 --> 00:18:22.291
Have you seen the movie
The Killer Rat?
00:18:22.333 --> 00:18:26.375
Okay, there was a rat, this big.
00:18:26.416 --> 00:18:28.708
It was missing an ear and an eye.
00:18:28.791 --> 00:18:31.458
It looked like it came
from the Vietnam war.
00:18:31.541 --> 00:18:36.583
It would come out of this hole
to see if we had food and water.
00:18:38.166 --> 00:18:42.291
We had to stop eating to feed
that rat and 20 other rats.
00:18:42.333 --> 00:18:44.875
If we didn’t give them food,
they would attack us.
00:19:03.916 --> 00:19:06.583
Woman: Venezuela's president
says all of the rebels
00:19:06.666 --> 00:19:09.000
who tried to take over
the government today
00:19:09.083 --> 00:19:11.625
{\an8}have either surrendered
or have been defeated.
00:19:11.750 --> 00:19:14.833
{\an8}Man: The government paraded the man
it said masterminded the coup attempt,
00:19:14.916 --> 00:19:18.500
{\an8}Commander Hugo Chávez,
who told his followers to surrender.
00:19:18.583 --> 00:19:21.000
Unfortunately for now,
00:19:21.083 --> 00:19:25.083
the goals we set out to achieve
were not accomplished in the capital.
00:19:25.166 --> 00:19:26.541
( gunfire )
00:19:26.625 --> 00:19:32.208
We participated
in the 1992 military coup.
00:19:33.625 --> 00:19:35.708
But our mission failed.
00:19:35.791 --> 00:19:37.625
But we assumed it with humility.
00:19:37.750 --> 00:19:40.625
We didn’t betray anyone.
00:19:40.750 --> 00:19:44.083
We realized that this was
no longer the path for us to take.
00:19:52.291 --> 00:19:55.708
( chanting in Spanish )
00:19:55.791 --> 00:20:01.000
( chanting in Spanish )
00:20:05.458 --> 00:20:07.916
( chanting continues )
00:20:14.583 --> 00:20:20.458
I declare you to be the president
by law of the constitution of the Republic.
00:20:20.541 --> 00:20:24.375
( applause )
00:20:24.416 --> 00:20:26.208
( cheering )
00:20:26.250 --> 00:20:30.583
Dudley: Beginning with
the ascension of Chávez,
00:20:30.666 --> 00:20:33.875
Chino and some of his factions
within the Tupamaros
00:20:33.958 --> 00:20:38.125
{\an8}began to take a more
public position
00:20:38.208 --> 00:20:39.541
{\an8}that was pro-government.
00:20:39.625 --> 00:20:42.416
And over time,
they also began
00:20:42.458 --> 00:20:45.208
to be integrated inside
of the government.
00:20:45.250 --> 00:20:48.291
- At the National Assembly.
- Same old place?
00:20:48.333 --> 00:20:51.458
Yeah, but I’m a political advisor now.
They moved me to the seventh floor.
00:20:51.541 --> 00:20:54.125
I got a question for you.
Remember my aunt, the doctor?
00:20:54.208 --> 00:20:56.083
- Of course.
- She has a little problem.
00:20:56.166 --> 00:21:00.750
They took away her food stamps.
Do you know anybody that can help her?
00:21:00.833 --> 00:21:03.166
Of course, the vice-minister.
He’s one of us.
00:21:03.250 --> 00:21:05.916
She only has five months left.
00:21:06.000 --> 00:21:07.875
Write down my number.
00:21:08.916 --> 00:21:14.875
0-4-2-4-2-7-5-4-3-4-7.
00:21:14.958 --> 00:21:17.000
When can I bother you?
00:21:17.083 --> 00:21:20.208
You’re not bothering me,
I’m a public servant.
00:21:24.458 --> 00:21:26.833
{\an8}Kyriakou: One of Chávez's
most important achievements
00:21:26.916 --> 00:21:30.416
{\an8}was helping to redistribute
oil wealth to the poor.
00:21:30.458 --> 00:21:32.416
{\an8}A lot of that money went into
00:21:32.458 --> 00:21:35.833
{\an8}lowering Venezuela's
poverty rate.
00:21:35.916 --> 00:21:38.833
Later, Chávez embraced
a lot of the colectivo groups
00:21:38.916 --> 00:21:41.291
like the Tupamaros
and put them in charge
00:21:41.333 --> 00:21:44.083
of administering
government projects.
00:21:44.166 --> 00:21:47.833
In 2006,
Chávez officially recognized
00:21:47.916 --> 00:21:50.583
some of these citizen groups
like the Tupamaros
00:21:50.666 --> 00:21:53.583
and called them "colectivos."
After that point,
00:21:53.666 --> 00:21:55.875
they got access
to government funding.
00:21:59.041 --> 00:22:01.166
- Hello!
- Zamora: Good afternoon.
00:22:01.250 --> 00:22:04.333
- The revolution has arrived!
- Zamora: Chino!
00:22:04.375 --> 00:22:09.375
Hello, how are you?
How are the comrades at the soup kitchen?
00:22:09.416 --> 00:22:13.333
Hey, Chino.
Thanks for coming again.
00:22:14.541 --> 00:22:17.583
Did you already hand out
all the food?
00:22:17.666 --> 00:22:20.375
- In the meantime we can taste it, right?
- Zamora: Of course!
00:22:20.416 --> 00:22:24.250
Why not.
One day I will cook for you.
00:22:24.291 --> 00:22:29.916
Chino makes very good bread with sardines.
It’s like a war meal.
00:22:30.958 --> 00:22:36.791
And with spam. Spam was the meal
the poor ate in previous governments.
00:22:36.875 --> 00:22:42.125
Oh, and “mondongo” stew
because people like sex and “mondongo...”
00:22:43.166 --> 00:22:44.416
and alcohol!
00:22:46.583 --> 00:22:49.750
Markovits: How do Chino
and the Tupamaros help this place?
00:22:51.041 --> 00:22:53.250
Well, for example,
if there is a social problem,
00:22:53.291 --> 00:22:56.041
like a health problem,
00:22:56.125 --> 00:23:01.333
we tell him, “Look Chino,
there is a woman who has a problem.
00:23:01.375 --> 00:23:03.041
She needs a cane or a wheelchair.”
00:23:03.125 --> 00:23:06.541
So we go to him
for the very expensive medicines.
00:23:06.625 --> 00:23:10.333
We talk to him. I don’t know how he does it,
but he performs miracles.
00:23:10.375 --> 00:23:12.791
The Tupamaros!
00:23:12.875 --> 00:23:18.500
You don’t know how much
I wish I had been a Tupamaro.
00:23:18.583 --> 00:23:23.500
They’ve not only helped Venezuela,
but they are like Robin Hood.
00:23:23.583 --> 00:23:26.166
Do you remember Robin Hood?
00:23:26.250 --> 00:23:28.750
They are helping this revolution.
They are helping the people.
00:23:38.000 --> 00:23:41.416
( chanting in Spanish )
00:23:44.375 --> 00:23:47.208
Markovits: Chávez's policies angered
the middle and upper classes
00:23:47.250 --> 00:23:48.500
and also the United States...
00:23:48.583 --> 00:23:50.125
{\an8}Let’s send him back to Cuba!
00:23:50.208 --> 00:23:54.208
{\an8}Markovits: ...who thought that his vow
to redistribute the oil wealth
00:23:54.250 --> 00:23:57.833
{\an8}would affect their interests.
00:23:57.916 --> 00:24:00.875
People were on the street
protesting his government.
00:24:00.958 --> 00:24:04.041
( shouting in Spanish )
00:24:05.541 --> 00:24:11.375
Mao: We already knew
that they were organizing a coup.
00:24:11.416 --> 00:24:14.500
( gunfire )
00:24:15.958 --> 00:24:17.041
They shot him!
00:24:18.250 --> 00:24:23.083
Officer: We have decided on behalf
of the Venezuelan people
00:24:23.166 --> 00:24:27.791
to withdraw our support
for the current government.
00:24:27.875 --> 00:24:30.833
It’s finally clear this is a coup.
00:24:30.916 --> 00:24:34.083
The president has refused to resign.
00:24:35.666 --> 00:24:38.416
He is being taken as a prisoner.
This is a coup.
00:24:38.500 --> 00:24:42.083
That’s when we started
preparing our groups,
00:24:42.166 --> 00:24:46.416
gathering the weapons,
organizing combat units.
00:24:46.500 --> 00:24:48.958
We started mobilizing
all of 23 de Enero.
00:24:49.041 --> 00:24:50.583
People started coming down...
00:24:50.666 --> 00:24:53.833
( chanting in Spanish )
00:24:53.916 --> 00:24:56.500
Mao:
...and we took strategic positions.
00:24:57.541 --> 00:25:01.375
When we arrived at the presidential palace
the grand battle began.
00:25:01.416 --> 00:25:03.541
( gunfire )
00:25:10.125 --> 00:25:12.708
( gunfire continues )
00:25:17.000 --> 00:25:21.041
Chino: We worked
with other guerrilla organizations
00:25:21.125 --> 00:25:24.708
and social groups,
other Bolivarian organizations
00:25:24.791 --> 00:25:27.833
and we decided to take
out our weapons and put on our masks
00:25:27.916 --> 00:25:31.000
to reestablish our constitutional order.
00:25:32.083 --> 00:25:35.416
( chanting )
Chávez! Chávez! Chávez!
00:25:35.458 --> 00:25:38.875
( chanting continues )
00:25:42.250 --> 00:25:44.833
{\an8}What people don't realize
about the 13th of April,
00:25:44.916 --> 00:25:46.791
{\an8}about the day that Chávez
was returned to power,
00:25:46.875 --> 00:25:50.208
{\an8}was that is was not just the military
deciding to return him to power,
00:25:50.250 --> 00:25:52.791
but that it was something that was forced
upon the military
00:25:52.875 --> 00:25:56.583
by these popular organizations. And it wasn't
just the millions who took to the streets,
00:25:56.666 --> 00:26:00.583
it was this vanguard that went down first
that made it possible for these millions
00:26:00.666 --> 00:26:03.791
to occupy the streets and demand
that Chávez be returned to power.
00:26:03.875 --> 00:26:05.916
I’m still in shock!
00:26:06.000 --> 00:26:09.000
I just can’t believe
that I’m sitting here again
00:26:09.083 --> 00:26:11.083
only 48 hours later.
00:26:11.166 --> 00:26:14.833
# Ooh! Ah!
Chávez no se va! #
00:26:14.916 --> 00:26:18.166
# Ooh! Ah! Chávez no se va! #
00:26:18.250 --> 00:26:20.208
( music playing )
00:26:26.666 --> 00:26:29.208
{\an8}After the coup, Chávez put
even Tupamaro leaders
00:26:29.250 --> 00:26:31.416
{\an8}in the upper reaches
of government.
00:26:31.458 --> 00:26:35.000
{\an8}In 2004, Chino was appointed
by the Caracas mayor
00:26:35.083 --> 00:26:37.583
{\an8}to be Deputy Secretary
of Urban Security
00:26:37.666 --> 00:26:39.583
{\an8}for the whole city
of the capital city,
00:26:39.666 --> 00:26:42.000
{\an8}the biggest city in Venezuela.
00:26:42.083 --> 00:26:45.583
{\an8}Chino, a man who was accused
of being a cop killer,
00:26:45.666 --> 00:26:49.833
{\an8}was now one of the people
in charge of the cops.
00:26:49.916 --> 00:26:53.375
Can you imagine
the reaction of the enemy
00:26:53.416 --> 00:26:57.916
when they found out a Tupamaro
took over the security of the Fatherland?
00:26:58.000 --> 00:27:01.250
Just three months earlier
we had an armed confrontation with them.
00:27:01.291 --> 00:27:03.458
Three months later,
I’m their boss.
00:27:08.250 --> 00:27:09.750
Markovits:
How did you feel
00:27:09.833 --> 00:27:12.458
when a Tupamaro was put
in charge of the police?
00:27:15.750 --> 00:27:18.250
Uncomfortable.
00:27:18.291 --> 00:27:21.125
Look, we knew them.
00:27:22.375 --> 00:27:26.708
We did intel
so we could catch them in the act.
00:27:26.791 --> 00:27:28.458
And now they’re our bosses?
00:27:29.750 --> 00:27:32.875
It’s uncomfortable.
It’s uncomfortable.
00:27:37.458 --> 00:27:39.416
It’s a true anomaly.
00:27:39.458 --> 00:27:42.750
You can’t put the leader of an armed group
in charge of the police.
00:27:46.000 --> 00:27:48.416
No matter what the criteria,
00:27:48.500 --> 00:27:53.166
you can’t allow these kinds of groups
to police any society.
00:27:53.250 --> 00:27:55.541
It’s not allowed
by any type of government.
00:27:55.625 --> 00:27:58.375
Left, right, north or south.
00:27:58.416 --> 00:28:01.208
{\an8}( gunfire )
00:28:01.250 --> 00:28:03.291
{\an8}Throughout Chávez's
time in office,
00:28:03.333 --> 00:28:05.416
{\an8}Venezuela became
a major transit route
00:28:05.458 --> 00:28:07.833
{\an8}for Colombian cocaine
heading for Europe
00:28:07.916 --> 00:28:09.083
{\an8}and to the United States.
00:28:09.166 --> 00:28:10.583
{\an8}( crowd chanting in Spanish )
00:28:10.666 --> 00:28:13.000
{\an8}Demonstrations against
soaring crime rates
00:28:13.083 --> 00:28:15.833
{\an8}are growing in Caracas.
00:28:15.916 --> 00:28:19.125
Woman: On weekends,
wards in hospitals fill up.
00:28:19.208 --> 00:28:21.916
It makes this city more
dangerous than Baghdad.
00:28:22.000 --> 00:28:25.916
But most murders happen here
inside the barrio.
00:28:26.958 --> 00:28:32.083
Markotivs: How does it work
when there is a drug dealer in the barrio?
00:28:32.166 --> 00:28:37.625
Do you warn them first or do you just go at
them right away? Do you give a warning?
00:28:37.750 --> 00:28:39.750
No, we go and talk to them first.
00:28:39.833 --> 00:28:41.458
- Markovits: And what happens?
- And we warn them.
00:28:41.541 --> 00:28:43.541
If they continue
with their criminal actions.
00:28:43.625 --> 00:28:45.333
Bang! Bang!
00:28:45.375 --> 00:28:49.375
Markovits:
How many warnings do you give them?
00:28:49.416 --> 00:28:51.333
Two at most.
00:28:51.375 --> 00:28:54.166
Markovits: What if they say,
“No, we won’t leave!”
00:28:54.250 --> 00:28:59.333
Well, then we kindly invite them
to leave the barrio
00:28:59.375 --> 00:29:02.541
or the sector that’s controlled
by the Tupamaros.
00:29:02.625 --> 00:29:04.500
Markovits:
And if they still don’t leave?
00:29:04.583 --> 00:29:07.541
Well, let me repeat.
Bang! Bang!
00:29:07.625 --> 00:29:10.708
You have to shoot those sons of bitches.
There is no other way
00:29:11.750 --> 00:29:14.125
- Chino: Hey friend!
- Man: How have you been?
00:29:14.208 --> 00:29:16.791
So how are things?
What’s going on?
00:29:18.625 --> 00:29:23.416
{\an8}The fact that Chino
is a public official
00:29:23.458 --> 00:29:26.125
{\an8}or works for a national entity
00:29:26.208 --> 00:29:29.750
{\an8}and can still claim
that he assassinates people
00:29:29.833 --> 00:29:32.208
and that these
assassinations do not
00:29:32.250 --> 00:29:33.833
end up in a court of law,
00:29:33.916 --> 00:29:36.833
speaks really to
the system in Venezuela,
00:29:36.916 --> 00:29:41.416
the current state of
Venezuela's judicial system,
00:29:41.458 --> 00:29:43.875
which is virtually
non-existent.
00:29:43.958 --> 00:29:46.958
Three, four. Go! Go! Go!
Go! Find him!
00:29:54.250 --> 00:29:58.416
Corredor:
...when you’re doing a raid,
00:29:58.458 --> 00:30:00.750
do you sometimes keep the drugs
and not report it?
00:30:00.833 --> 00:30:03.000
Yes. What can you do?
00:30:05.916 --> 00:30:08.416
To be honest,
00:30:08.458 --> 00:30:12.083
and maybe this is
an incriminating answer,
00:30:12.166 --> 00:30:15.083
but only people
without money go to jail.
00:30:17.125 --> 00:30:19.208
Those with money don’t go to jail.
00:30:19.250 --> 00:30:24.541
Markovits:
I can see that you feel bad about it.
00:30:27.791 --> 00:30:31.083
Of course I do, it’s logical.
00:30:31.166 --> 00:30:34.500
You’re harming people.
00:30:34.583 --> 00:30:37.958
Harming the country,
humanity and the community.
00:30:41.083 --> 00:30:43.333
Markovits:
Why?
00:30:43.375 --> 00:30:48.833
Corredor: The low salary we have
doesn’t even cover half of our basic needs.
00:30:49.875 --> 00:30:52.458
Markovits:
How much is a policeman’s salary?
00:30:52.541 --> 00:30:55.875
A police officer makes
around $100 a month.
00:30:58.541 --> 00:31:01.000
Markovits:
How would you describe that salary?
00:31:01.083 --> 00:31:02.500
Awful.
00:31:15.541 --> 00:31:17.708
How’re you doing, Chino?
00:31:19.416 --> 00:31:23.458
Chino: Legally I’m supposed to get here
at nine and work until five.
00:31:23.541 --> 00:31:25.708
But I like to come in
at six in the morning.
00:31:25.791 --> 00:31:28.583
When you are a public servant,
you have to set an example.
00:31:30.166 --> 00:31:32.166
Me? Just working.
00:31:35.125 --> 00:31:38.708
All right, dude. Hugs, comrade.
00:31:38.791 --> 00:31:43.416
Long live Chávez! Onward!
Onward ahead!
00:31:45.333 --> 00:31:49.833
We have the name
“The Tupac Amaru Revolutionary Movement.”
00:31:49.916 --> 00:31:55.500
You have to remember
that Tupac Amaru was the last inca.
00:31:55.583 --> 00:32:00.916
He was captured
and in a plaza in Peru
00:32:01.000 --> 00:32:03.000
they tied him to five horses.
00:32:03.083 --> 00:32:07.083
His body was dismembered.
00:32:07.166 --> 00:32:09.875
And like the legend says,
00:32:09.958 --> 00:32:13.625
even though
they dismembered his arms,
00:32:13.750 --> 00:32:18.250
his skin and his torso
00:32:18.291 --> 00:32:21.625
they could never take away his spirit.
00:32:21.750 --> 00:32:26.375
His rebellious, revolutionary, Inca spirit.
00:32:30.666 --> 00:32:33.416
{\an8}I do believe that Chino
has had a lot of contact
00:32:33.458 --> 00:32:37.041
{\an8}with other militant groups
around the region.
00:32:37.125 --> 00:32:39.416
These contacts are also contacts
00:32:39.458 --> 00:32:43.416
that the Chávez government
has had for a long time,
00:32:43.458 --> 00:32:46.833
and Chino would be
the type of person
00:32:46.916 --> 00:32:51.166
they would use as a conduit
to these types of groups.
00:32:51.250 --> 00:32:54.041
No, I travel legally.
I don’t travel secretly.
00:32:54.125 --> 00:32:56.541
Markovits:
Isn’t Interpol following you?
00:32:56.625 --> 00:32:58.958
No. Only the CIA and the FBI
are after me.
00:32:59.041 --> 00:33:03.166
That is what Germany’s
anti-terrorist unit told me.
00:33:03.250 --> 00:33:05.750
I don’t leave Venezuela
to commit terrorist acts.
00:33:05.833 --> 00:33:08.875
International groups invite me.
00:33:08.958 --> 00:33:14.916
They invite me via email to go and sell
the greatness of Bolivarian revolution.
00:34:04.250 --> 00:34:07.000
{\an8}The station has been attacked!
00:34:07.083 --> 00:34:11.833
{\an8}In 2009, a Tupamaro colectivo
attacked Globovisión,
00:34:11.916 --> 00:34:14.833
{\an8}an anti-Chávez news channel.
00:34:14.916 --> 00:34:16.583
It created quite a backlash,
00:34:16.666 --> 00:34:18.583
and publicly Chávez
denounced the attack.
00:34:18.666 --> 00:34:22.583
{\an8}But one has to wonder
if Chávez was only publicly
00:34:22.666 --> 00:34:26.041
{\an8}distancing himself,
playing good cop, bad cop.
00:34:26.125 --> 00:34:28.375
I cannot believe
00:34:28.416 --> 00:34:29.958
there are groups
00:34:33.250 --> 00:34:36.416
that claim to be revolutionaries
00:34:36.500 --> 00:34:39.625
but they are acting against the revolution.
00:34:39.750 --> 00:34:44.625
They say they support Chávez
but instead they are stabbing me in the back.
00:34:45.666 --> 00:34:48.541
Chino:
I think it was a political mistake.
00:34:48.625 --> 00:34:54.208
One thing that I’m certain of
is that you can’t give up your men
00:34:54.250 --> 00:34:56.000
and women to the enemy,
00:34:56.083 --> 00:35:00.375
the people who defend your government
on a silver platter.
00:35:00.416 --> 00:35:02.208
Markovits:
So why did he do it?
00:35:02.250 --> 00:35:04.083
You would have to ask him.
00:35:12.208 --> 00:35:14.125
Mao:
There is yearning for power.
00:35:14.208 --> 00:35:17.708
There are a lot of groups
that want power,
00:35:17.791 --> 00:35:22.500
but they can’t have it
because Chávez is the grand leader.
00:35:31.291 --> 00:35:36.125
It has been decided,
it necessary,
00:35:36.208 --> 00:35:38.875
and absolutely essential
00:35:38.958 --> 00:35:44.291
to submit myself
to a second round of surgery.
00:35:44.333 --> 00:35:50.125
My firm opinion,
as clear as the full moon.
00:35:50.208 --> 00:35:55.291
Irrevocable. Absolute. Total.
00:35:56.750 --> 00:36:00.625
In the event that
we will be forced to call,
00:36:00.750 --> 00:36:05.916
as the Constitution demands,
a new presidential election,
00:36:06.000 --> 00:36:09.166
I urge you to elect Nicolás Maduro
00:36:09.250 --> 00:36:13.833
as president of the
Bolivarian Republic of Venezuela.
00:36:13.916 --> 00:36:16.375
I ask you from the bottom of my heart.
00:36:16.416 --> 00:36:21.416
# Down the rumor of the warriors #
00:36:21.458 --> 00:36:26.791
# That happens bulletproof #
00:36:26.875 --> 00:36:31.583
# And fast with jealous iron dragons #
00:36:31.666 --> 00:36:36.416
# That guard the Fatherland
that heaven gave us #
00:36:36.458 --> 00:36:41.000
# Fatherland, Fatherland,
beloved Fatherland #
00:36:41.083 --> 00:36:45.833
# My sky is yours,
my sun is yours #
00:36:45.916 --> 00:36:49.166
# Fatherland, you are my life #
00:36:49.250 --> 00:36:53.541
# You are my soul, you are my love #
00:36:59.125 --> 00:37:03.791
Because immortal men like Chávez
never die!
00:37:03.875 --> 00:37:08.416
They remain in every corner
of the Fatherland!
00:37:08.458 --> 00:37:11.500
In each farmer!
In every student!
00:37:11.583 --> 00:37:14.208
In each working man! Jackals!
00:37:14.250 --> 00:37:18.958
That’s what the American imperialist
mercenary servants are!
00:37:19.041 --> 00:37:24.166
The fight goes on! Chávez lives on!
00:37:24.250 --> 00:37:26.291
The fight goes on!
00:37:30.416 --> 00:37:33.000
{\an8}Man: Official results
indicate Nicolas Maduro
00:37:33.083 --> 00:37:38.166
{\an8}won Sunday's national poll
with 50.7% of the vote.
00:37:38.250 --> 00:37:40.583
Maduro declared
victory for himself,
00:37:40.666 --> 00:37:44.333
and the Chávez socialist legacy
he vowed to preserve.
00:37:50.666 --> 00:37:53.250
{\an8}Woman: Venezuela has the largest
proven oil reserves in the world,
00:37:53.291 --> 00:37:56.208
{\an8}yet just last month
had to devalue its currency,
00:37:56.250 --> 00:37:58.458
dropping five zeroes
from the Bolivar
00:37:58.541 --> 00:38:00.958
to try to slow
runaway inflation.
00:38:01.041 --> 00:38:03.208
Man: The country's economy,
which depends heavily on oil,
00:38:03.250 --> 00:38:06.625
has been crippled by low
crude prices for many months.
00:38:06.750 --> 00:38:08.166
Woman:
Venezuela is suffering
00:38:08.250 --> 00:38:09.833
chronic shortages
of goods and products,
00:38:09.916 --> 00:38:12.583
from milk and bread
to antibiotics,
00:38:12.666 --> 00:38:16.333
a situation that forces people
to spend entire days
00:38:16.375 --> 00:38:18.958
waiting in long lines
at supermarkets.
00:38:19.041 --> 00:38:21.583
Man: With an economic crisis
across the border,
00:38:21.666 --> 00:38:25.208
{\an8}more and more Venezuelans
are crossing into Colombia,
00:38:25.250 --> 00:38:27.208
{\an8}now home
to the biggest community
00:38:27.250 --> 00:38:29.416
{\an8}of Venezuelan expats
in South America.
00:38:29.458 --> 00:38:34.416
( shouting )
00:38:37.583 --> 00:38:40.416
( explosions )
00:38:48.500 --> 00:38:50.583
( gunfire )
00:38:52.250 --> 00:38:55.625
( explosions )
00:38:57.500 --> 00:39:02.708
Chino: I believe these violent protests
have been one of the strongest attempts
00:39:02.791 --> 00:39:05.875
by the United States
00:39:05.958 --> 00:39:09.750
to destroy this democracy.
00:39:09.833 --> 00:39:13.958
This violence that they are committing,
we are going to stop it.
00:39:14.041 --> 00:39:15.750
I am saying this carefully.
00:39:15.833 --> 00:39:19.500
We are going to stop it!
On the streets, with our people.
00:39:21.583 --> 00:39:24.000
{\an8}Markovits: Reports started
coming in that masked men
00:39:24.083 --> 00:39:27.166
{\an8}were attacking these
anti-government demonstrators.
00:39:27.250 --> 00:39:29.833
{\an8}This allegedly happened
across the country,
00:39:29.916 --> 00:39:32.833
{\an8}resulting in the deaths
of multiple protestors.
00:39:32.916 --> 00:39:35.833
The opposition claimed
they were Tupamaro colectivos
00:39:35.916 --> 00:39:38.333
defending
the Maduro government.
00:39:38.375 --> 00:39:40.250
{\an8}I mean, I know police,
national guard troops,
00:39:40.291 --> 00:39:42.583
{\an8}these private militias,
thugs, as you said,
00:39:42.666 --> 00:39:44.125
{\an8}have been swarming
through the streets.
00:39:44.208 --> 00:39:47.958
They are criminal gangs
who have military weapons
00:39:48.041 --> 00:39:51.333
who terrorize cities and communities.
00:39:51.375 --> 00:39:54.750
These military weapons
come from the state.
00:39:54.833 --> 00:39:57.250
The big question
that all Venezuelans ask is:
00:39:57.291 --> 00:39:59.625
why don’t the security forces
dismantle these groups?
00:39:59.750 --> 00:40:04.416
The Tupamaros had
the city of Merida surrounded all day.
00:40:04.458 --> 00:40:07.041
And what did we see?
That neither the National Guard
00:40:07.125 --> 00:40:11.125
nor the state police confront them.
Instead they repressed the students.
00:40:13.583 --> 00:40:18.916
The Tupamaros are accused
of not only committing violent acts,
00:40:19.000 --> 00:40:22.416
but of murdering students and civilians.
00:40:22.458 --> 00:40:25.416
First, I want to make this clear
to the American people,
00:40:25.458 --> 00:40:30.208
and to the people of the world.
00:40:30.250 --> 00:40:32.333
We condemn all violence.
00:40:32.375 --> 00:40:36.041
I am going to tell you something.
We have never been armed.
00:40:36.125 --> 00:40:40.500
Then whom do you hold responsible
for the death of the students?
00:40:40.583 --> 00:40:42.708
For example, Geraldine,
whose face was destroyed?
00:40:42.791 --> 00:40:46.541
Let me repeat,
what is their objective?
00:40:46.625 --> 00:40:51.333
Bathing the streets
of Caracas in blood.
00:40:51.375 --> 00:40:56.583
They’re infiltrating us, man!
They’re demented!
00:40:56.666 --> 00:40:59.416
{\an8}Dudley:
Chino is a gregarious
00:40:59.458 --> 00:41:05.208
{\an8}and vociferous advocate
of what he does.
00:41:05.250 --> 00:41:08.416
{\an8}But at the same time,
I always got the impression
00:41:08.458 --> 00:41:11.000
that some of what he said was
00:41:11.083 --> 00:41:13.125
if not false, certainly hollow.
00:41:13.208 --> 00:41:17.416
Certainly the amount
of control, for example,
00:41:17.458 --> 00:41:21.416
that he had over
his other Tupamaro comrades,
00:41:21.458 --> 00:41:25.791
I would say, was less
than what he would portray.
00:41:32.083 --> 00:41:35.041
( chanting in Spanish )
00:41:37.375 --> 00:41:39.583
{\an8}Markovits: As Chavismo becomes
more institutionalized,
00:41:39.666 --> 00:41:41.833
{\an8}the colectivos
have become more political.
00:41:41.916 --> 00:41:45.583
{\an8}Before Chávez died,
long-time leader José Pinto
00:41:45.666 --> 00:41:48.916
{\an8}launched an official
Tupamaro political party.
00:41:49.000 --> 00:41:51.041
At first, Chino
was a part of it.
00:41:51.125 --> 00:41:53.291
I wrote the party manifesto,
00:41:53.333 --> 00:41:55.500
but I made it clear,
00:41:57.666 --> 00:42:00.375
if we become a political party,
00:42:00.416 --> 00:42:03.416
we would not stop being
a guerrilla organization.
00:42:03.500 --> 00:42:05.500
And that’s where
the contradictions started.
00:42:05.583 --> 00:42:07.791
( gunshots )
00:42:23.541 --> 00:42:26.041
- Markovits: Who tried to kill him?
- Chino: We don’t know.
00:42:26.125 --> 00:42:28.375
Remember that Pinto
has a lot of problems
00:42:28.416 --> 00:42:31.125
because he’s made a living off politics.
00:42:31.208 --> 00:42:34.416
He hasn’t lived to be a revolutionary,
00:42:34.500 --> 00:42:36.791
instead he has made a living
off the revolution.
00:42:36.875 --> 00:42:39.416
First of all, Chino Carías
has absolutely nothing to do
00:42:39.500 --> 00:42:41.458
with the Tupamaro
revolutionary movement.
00:42:41.541 --> 00:42:47.500
The other thing is, we don’t have
any kind of link with that person.
00:42:47.583 --> 00:42:50.416
For us, he is a double agent.
00:42:50.500 --> 00:42:55.416
A double agent
for the U.S. State Department.
00:42:59.625 --> 00:43:02.000
{\an8}Dudley: There's something else
at play as well,
00:43:02.083 --> 00:43:06.458
{\an8}which is often
not publicly stated,
00:43:06.541 --> 00:43:09.750
{\an8}but is really at the heart
of a lot of these
00:43:09.833 --> 00:43:13.208
{\an8}battles between factions
amongst the Tupamaros,
00:43:13.250 --> 00:43:14.416
{\an8}and that's money.
00:43:14.458 --> 00:43:16.000
How are they going to
channel the money?
00:43:16.083 --> 00:43:18.000
Who is going to
receive that money?
00:43:18.083 --> 00:43:21.000
How are they going to
administer the projects?
00:43:21.083 --> 00:43:24.125
And then within that,
the hidden part is
00:43:24.208 --> 00:43:26.750
who is going to
get the kickbacks?
00:43:27.791 --> 00:43:29.958
Makovits:
What if something happens to your father?
00:43:30.041 --> 00:43:32.041
Veronica:
What if something happens to him?
00:43:32.125 --> 00:43:34.041
Yes.
00:43:35.083 --> 00:43:40.250
Sometimes I think about it,
I’m not going to lie to you. I do think about it.
00:43:40.291 --> 00:43:45.333
And I do get that fear
because it’ll never be easy.
00:43:45.375 --> 00:43:48.250
Because I adore him,
and he knows it.
00:43:48.291 --> 00:43:51.000
He is a fundamental pillar in my life.
00:43:51.083 --> 00:43:53.583
I don’t see my life without him.
00:43:53.666 --> 00:43:57.875
Markovits: If somebody touched
one of your children,
00:43:57.958 --> 00:43:59.166
what would you do?
00:43:59.250 --> 00:44:03.166
I will take full responsibility to make sure
he’s a dead man. Bang! Bang!
00:44:03.250 --> 00:44:04.750
Like in the Wild West.
00:44:04.833 --> 00:44:06.958
The problem is with me,
not my family.
00:44:08.541 --> 00:44:12.416
If something happens to me,
they will be on their own,
00:44:12.500 --> 00:44:16.333
under the care of my daughter
and my oldest son.
00:44:16.375 --> 00:44:19.958
But I can’t see that happening.
00:44:20.041 --> 00:44:25.333
Although nature says that children
should bury their parents,
00:44:25.375 --> 00:44:30.416
I don’t think
this is the time for me to go.
00:44:30.458 --> 00:44:35.916
If death catches up with me,
00:44:36.000 --> 00:44:38.416
I welcome it.
I’m prepared for it,
00:44:38.458 --> 00:44:40.458
and much more.
00:44:51.500 --> 00:44:57.458
Markovits: Are you not worried when you die,
you won’t go to heaven?
00:44:57.541 --> 00:45:01.583
I’m not going to heaven.
I’m going to the deepest depths of hell.
00:45:01.666 --> 00:45:02.875
- I’m certain.
- Markovits: Why?
00:45:02.958 --> 00:45:06.541
There are a lot of guys
waiting for me down there.
00:45:06.625 --> 00:45:10.125
People whose license to exist
we have revoked.
00:45:10.208 --> 00:45:14.583
The only difference between us
is that I’m going prepared.
00:45:14.666 --> 00:45:18.250
Markovits: I see you have “666” tattooed
on your neck. Is that the devil’s number?
00:45:18.291 --> 00:45:21.083
Yes of course,
because I am ready to go.
00:45:21.166 --> 00:45:22.625
Why do you say that?
00:45:22.750 --> 00:45:26.791
They say God is against violence.
00:45:26.875 --> 00:45:30.375
Didn’t Christ speak out for peace
and tranquility and all that shit?
00:45:30.416 --> 00:45:33.291
Unfortunately, we here--
00:45:33.333 --> 00:45:35.875
Get me the large tray!
00:45:39.041 --> 00:45:43.166
We took the path of violence.
00:45:43.250 --> 00:45:47.833
It’s the only way to take power
and defend the people.
00:46:29.958 --> 00:46:34.791
My nephew was killed
by common criminals.
00:46:35.833 --> 00:46:40.000
This is where
we buried him a month ago.
00:46:43.083 --> 00:46:46.083
And he died while wearing
these same clothes.
00:46:46.166 --> 00:46:49.708
The gangster came from behind
and shot him eight times in the back.
00:46:53.500 --> 00:46:57.791
But they don’t know
that when they kill a Tupamaro,
00:46:57.875 --> 00:47:03.833
or a Tupamaro’s relative,
our law will get them.
00:47:05.250 --> 00:47:06.750
The law of the Tupamaros.
00:47:09.041 --> 00:47:13.250
My son, this is your uncle,
00:47:13.291 --> 00:47:16.708
your Godfather
bringing you some love.
00:47:20.125 --> 00:47:23.583
The people who killed him
are very well known in this area.
00:47:25.250 --> 00:47:29.125
It’s a gang that operates freely
and with impunity
00:47:29.208 --> 00:47:31.333
and is protected
by the Caracas police.
00:47:34.250 --> 00:47:36.791
These are the faces
of his murderers.
00:47:36.875 --> 00:47:39.333
This is John.
00:47:39.375 --> 00:47:41.500
People call him “Rattlesnake John.”
00:47:41.583 --> 00:47:44.208
He has committed
around twenty homicides.
00:47:44.250 --> 00:47:47.416
This is the other guy.
00:47:47.458 --> 00:47:52.041
He’s the one who shot him in the back,
and he’s an actual police officer.
00:47:52.125 --> 00:47:54.958
Of Caracas! A police officer.
Imagine that!
00:47:55.041 --> 00:47:57.916
An assassin. An armed delinquent.
00:47:59.125 --> 00:48:01.458
What can we hope for then?
00:48:01.541 --> 00:48:03.750
Markovits:
Are you going to look for these people?
00:48:06.791 --> 00:48:09.625
When we find them,
we will settle the score.
00:48:09.750 --> 00:48:12.500
Makovits:
Have you found any of them yet?
00:48:12.583 --> 00:48:15.375
Yeah, we have found
three of them so far
00:48:15.416 --> 00:48:20.416
and they are already traveling
hitching a ride through hell.
00:48:20.500 --> 00:48:22.291
They are saying “hi” to Satan
00:48:23.416 --> 00:48:26.541
Since you were a kid
we gave you an education
00:48:26.625 --> 00:48:29.375
so you would be prepared.
00:48:29.416 --> 00:48:32.541
Our Father,
who art in heaven hallowed, is thy name.
00:48:32.625 --> 00:48:38.041
Thy kingdom come, thy will be done,
on Earth as it is in heaven.
00:48:38.125 --> 00:48:40.416
Give us this day our daily bread
00:48:40.458 --> 00:48:45.083
and forgive our trespasses,
as we forgive those who trespass against us.
00:48:45.166 --> 00:48:50.375
And lead us not into temptation
and deliver us from evil, Amen.
00:48:50.416 --> 00:48:51.541
Holy, Mary, mother of God,
00:48:51.625 --> 00:48:57.583
pray for us sinners now
and at the hour of our death, Amen.
00:48:59.083 --> 00:49:01.291
Eternal honor and glory for you,
Carlos Enrique.
00:49:01.333 --> 00:49:03.875
May God have in all his glory...
00:49:03.958 --> 00:49:08.208
We will rise.
Your death will be avenged.
00:49:35.666 --> 00:49:41.625
This pain has got to be transformed
into revolutionary violence,
00:49:43.250 --> 00:49:45.541
so we can stop the killing of our young.
00:50:41.458 --> 00:50:44.041
